SWP was brought on in the initial stages to provide:

• Design and constructability review
• Write quality control plan and quality management plan
• Supervise the Quality Control Program.
• Oversight of PCCP placement and inspection to ensure compliance with specifications and standards.

The project milled/pulverized existing asphaltic concrete and blended it with the existing aggregate base to produce a base course to be placed under the new PCCP.
